š The 2025 Rent Increase Guideline
The Government of Ontario has capped the maximum allowable rent increase at 2.5% for 2025āthe same rate as previous years. This guideline applies to most private residential rental units from January 1 to December 31, 2025. Itās tied to the Ontario Consumer Price Index (CPI), which reflects inflation, but capped to protect renters from sharp spikes in living costs.
š¢ Example: If your rent is $2,000/month, your landlord may raise it by no more than $50 in 2025.
š¢ Whoās Coveredāand Whoās Not?
- Covered: Most residential rental units under the Residential Tenancies Act (RTA).
- Exempt: Units first occupied after November 15, 2018 are not subject to the 2.5% cap, meaning landlords of newer buildings can increase rent by any amount, unless new legislation says otherwise.
Knowing your unitās move-in history is critical to understanding your rights.
š Rent Increase Rules You Need to Know
- Only once every 12 months.
- Written notice requiredā90 days in advance.
- Use the official N1 Form from the Ontario Landlord and Tenant Board.
- Increases above 2.5% must be approved by the Board, typically for significant capital improvements.
Note: Rent increases are not automaticāyour landlord must follow the legal process to implement one.
š New Protections in 2025
The recently passed Bill 97 aims to combat “renovictions” and imposes tougher evidence requirements on landlords trying to evict tenants for repairs or renovations.
Policy Watch: Thereās increasing political pressure to expand rent control to post-2018 units and restrict vacancy decontrol (the ability to raise rent between tenants)ābut as of mid-2025, these proposals have not yet become law.
šļø Special Rules for Affordable Housing
If you’re living in a designated affordable housing unit, your rent increase is limited to the lower of:
- 2.5% (the provincial guideline)
- The Canada Mortgage and Housing Corporationās (CMHC) Average Market Rent (AMR) for your region
